    Detailed design of the six layers. Phased implementation plan, budget, schedule, vendor matrix. Deliverable: target architecture and an executable roadmap.

  3. Implementation

    3-12 months per layer

    Layer-by-layer construction. Each deliverable is a layer running in production with a team trained to operate it. Support through a biweekly executive committee.
